Commissioner Castor Gives His Opinion on The "Fund Transfer" Debacle

Before they left office, our Clerk of Courts and Prothonotary both turned their discretionary funds over to the Treasurer's office. The money was earmarked for an ongoing project that had not been completed as of January 7th, 2008.

Controller's solicitor, Sean Kilkenny opined that the transfer of tech funds (which are, by the way, earmarked for an ongoing tech project) was illegal and that the funds should be returned\.

King James is about to vote (yet again) with the Democrats against Republicans by illegally returning the money.



Kilkenny is totally beholden to the Democrats because his livelihood depends on them (as does his job with the Controller). He also is a major fundraiser for the Montco dems.

Matthews owes his position to Hoeffel and Miller owes his position to Matthews. Thus, when Hoeffel and the Democrats say "jump" King James and the court jester Barry Miller must ask "how high?" Why is that? Because if King James doesn't do what the Democrats want, Prince Joe might withdraw his support.
